The uncodified law of the State of Alaska is amended by adding a new section to read: CONDITIONAL EFFECT. Sections 1 - 12 of this Act take effect only if a version of SJR 23, proposing amendments to the Constitution of the State of Alaska relating to an appropriation limit and a spending limit, is passed by the legislature and approved by the voters during the 2002 general election. * Sec. 14. If secs. 1 - 12 of this Act take effect under sec. 13, they take effect December 1, 2002." Representative Masek moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Hudson objected. Representative Guess placed a call of the House. The call was satisfied. Representative Kohring moved and asked unanimous consent that the question be divided.
